Watchdogs Are Lapdogs Where Incinerators Are Concerned

The state Department of Land and Natural Resources lets someone build and operate a medical waste incinerator on state land in `Aiea. More than a year later, the operator still has no permit to occupy the land, much less to operate the incinerator.
